Over the last decade, we’ve heard a lot of rhetoric about the advantages of using an alliance delivery model for capital works projects. Many industry commentators have espoused the virtues of creating a truly collaborative process, where risks and rewards are shared, innovation is fostered, and there is an additional emphasis on non-financial objectives such as community and the environment.
In Australia, one third of public sector infrastructure projects are now delivered using an alliance.
But does the reality match the hype? Is the alliance methodology really superior to other procurement methods available, including design and construct and public private partnerships?
